School Zone Safety Enforcement Program

If you are a driver with a lead foot, the Coconut Creek Police Department has the cure for you!

Introducing our new School Zone Safety Enforcement program! Designed to remind drivers to slow down and do the speed limit in our school zones, the program entails the installation of advanced speed zone cameras to enforce posted speed limits.

The cameras will be active 30 minutes before school starts (when the speed limit is 15 mph), 30 minutes after dismissal (when the speed limit is 15 mph), and all day in between (when the speed limit reverts back to its normal posted speed).

Drivers cited for going over the speed limit will receive a $100 notice of violation. It will not count against your driver’s insurance or carry points on your driver's license. Failure to pay the notice of violation will result in a uniform traffic citation being issued, which will be processed as a normal traffic citation.

Cameras will be installed in the following school zones:

  • Atlantic Technical College
  • Coconut Creek High School
  • Dave Thomas Education Center
  • Lyons Creek Middle School
  • Monarch High School
  • Tradewinds Elementary School
  • Winston Park Elementary School
  • Coconut Creek Elementary School will be reevaluated after it converts to K-8.

What is the School Zone Safety Enforcement Program?
House Bill (HB) 657 is a Florida law that was approved by The Florida Legislature and signed by Governor Ron DeSantis on May 31, 2023. Under this law, the use of cameras is authorized to enforce speeding violations throughout the school day. The City of Coconut Creek will implement the school camera safety program during the 2025-26 school year.

What does “photo-enforced” mean?
Photographic evidence will be used to issue a Notice of Violation to the registered owner of a vehicle. The vehicle must exceed the posted speed limit by more than 10 mph. The Notice of Violation will include the date, time, location, and photographic evidence of the violation (the license plate number).

When and where will the photo enforcement be used?
The camera enforcement system will be active during the entirety of the school day session. The exact times vary depending on the individual school schedule, the speed enforcement periods are as follows:

  • Within 30 minutes prior to the start of a regularly scheduled school session.
  • Within 30 minutes after the end of a regularly scheduled school session.
  • Within 30 minutes prior to the start of the school breakfast program.
  • During the hours between opening and dismissal times of the school.

What are the cameras capturing and what will be done to make sure that information is secure?
Camera enforcement systems are set to capture data specified by the City of Coconut Creek within local, state, and federal guidelines. This data will include photographic stills of the vehicle, and the license plate. It will also include the date, time, location, and speed.

All data is transmitted and encrypted to a secure central processing server and digitally signed to prevent interception and manipulation ensuring the highest level of protection to the chain of custody. All original images and data are securely stored in a data vault for safekeeping. The data is purged after 30 days unless the individual issued a violation chooses to request a hearing before the magistrate.

How much will this photo enforcement program cost City of Coconut Creek taxpayers?
Nothing. The photo enforcement system is entirely funded by paid violations.

Who issues the Notice of Violation?
A trained Coconut Creek Police Department Police Service Aide (PSA) will be the person who decides if a Notice of Violation is justified. The PSA will check every violation to ensure a notice is warranted.

What can I do after I receive a Notice of Violation?
There are two options offered to the registered owner of the vehicle:

  1. Pay the fine within 30 days from the date of issuance.
  2. Request a hearing within 30 days of the date of issuance.

Does it affect my driver’s license and insurance?

  • Addressing the violation under a Notice of Violation status does not negatively impact the driver’s license or insurance.
  • Failure to comply with the Notice of Violation options within 30 days of issuance will result in the issuance of  a Florida Uniform Traffic Citation 
  • All options will be included in the Notice of Violation sent to the registered owner.

What happens if I am the registered owner but someone else was driving?
The registered owner of the vehicle involved in the violation is responsible and liable for paying the Notice of Violation issued unless the owner can show via written affidavit one of the following circumstances listed below:

  • The motor vehicle was, at the time of the violation, in the care, custody, or control of another person.
  • The driver of the vehicle was issued a traffic ticket by a law enforcement officer for the same alleged violation.
